What causes this issue?

A check for whether scale quantities are ascending is not possible for
technical reasons. A possible reason is that no reference exists to a
material. For this reason, different quantity units cannot be
converted.
During scale determination, problems can arise if the scale quantities
are not sorted in ascending order.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Make sure (manually) that the scale quantities are in ascending order.
