What causes this issue?

The customer you entered uses a plant or a customer that is only
applied to intercompany billing within a sales organization. This
'type' of customer can not be used as a reference customer.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Use a 'normal' customer.
