What causes this issue?

The customer entered &V1& is a consumer.

System Response

A consumer cannot act as a reference customer, because a consumer does
not have the necessary sales area data. This is required as a reference
for other consumer sales area data.

How to fix this error?

Use a customer that is not a consumer.
The account group assigned to a customer defines whether or not that
customer is also a consumer.
