What causes this issue?

The Visual Business application should currently not be changed due to
pending changes. Importing application changes would lead to
inconsistent states if the exported application transport is not
released.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Release the customizing transport with the pending changes.
