What causes this issue?

You created a delivery that has already been sent to one or several
transportation planning points (external planning systems). You do not
have the necessary authorization for maintaining these points
(authorization V_VTTK_TDS). If a delivery is planned in an external
planning system, shipments that are planned there may be created,
changed or deleted. Therefore, you must be authorized to create, change
or delete the transportation planning points.

System Response

The transportation planning points for which you do not have the
necessary authorization, cannot be selected. You can send the external
planning message only to the planning systems (transportation planning
points) for which you have sufficient authorization.

How to fix this error?

If you have to send an external planning message to the planning
systems that cannot be selected, contact your system administration to
get the necessary authorizations.
Restart the transaction.
