What causes this issue?

The system makes the target unit of measure equal to the sales unit of
measure.

System Response

Target and sales unit of measure for the item deviate from one another,
and at least one of the two is a proportion or product unit of measure.
This means that the item status cannot always be correctly determined
and the system treats the units of measure as the same.

How to fix this error?

Because the target unit of measure has changed, check the target
quantity. You can only change the target unit of measure if the sales
unit is neither a proportion of production unit of measure.
