What causes this issue?
The entity belongs to a change request (a) to which you are not assigned
as the processor or (b) that is in a state in which insertions of new
entities is not possible.System Response
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
How to fix this error?
Make sure that either the change request is approved or the final check
