What causes this issue?

To be able to process entity type &V1&, you must include it in your
change request. However, since there is no change request for changing
this entity type assigned to you, you cannot make any changes to this
entity type.

System Response

Changes to entity type &V1& are ignored.

How to fix this error?

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
