What causes this issue?

Change request &V1& has a status that does not allow objects to be
processed. You therefore cannot add any objects to this change request.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Either contact the people who are processing change request &V1&, or
choose a different change request that allows objects to be processed.
