What causes this issue?

There are processing rules for a parameter group for which no
conditions exist. You have probably deleted the conditions.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First delete the processing rules and then the conditions, if you want
to delete parts of parameter groups.
