What causes this issue?

The planning layout was parameterized so that combinations should be
formed for all characteristics of the planning level, in accordance
with the maintenance of characteristic relationships. However, in the
current step &V1& no combination was generated.

System Response

Since no valid combinations can be formed within the selection, manual
planning is not possible.,,,,

How to fix this error?

If required, correct the settings for step &V1& in the context of the
current planning area &V2&, in the maintenance of the characteristic
relationships.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
