What causes this issue?

The definition of planning levels is inconsistent.
A key figure which is not available in the planning level, is marked as
a field with a special role. This key figure was possibly removed from
the planning level later.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Add key figure &v1& to planning level &v2&.
