What causes this issue?

Characteristic &2 of variable &1 is compounded to characteristic &3.
However, this characteristic is not clearly restricted everywhere in
the levels of the planning folder. Therefore, the variable cannot be
changed before the start of planning.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Select the same single values for characteristic &3 in all levels of
the planning folder.
