What causes this issue?

You marked data model hierarchy and selected create. This is not
permitted, since only data models, but no data model
hierarchies, may be created.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Please mark data model and then select create. You can then create
the data model in the first step. In the second step you can then
change the data model by inserting entity types or data models
in the hierarchy or deleting them from the hierarchy.
