What causes this issue?

You cannot delete layout &V1& because it is used in parameter set &V2&
(and possibly other parameter sets).

System Response

The layout will not be deleted.

How to fix this error?

To delete layout &V1&, change parameter set &V2& and remove the use of
layout &V1&.
