What causes this issue?

The preceding task, &V1&, is consolidation group/consolidation unit
independent and has not been blocked yet at the top consolidation groups
of all hierarchies. However, you need to block task &V1& first before
you can block task &V2&.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

First, block task &V1& at one of the top consolidation groups. Then,
repeat the action.
