What causes this issue?
You attempted to drag a validation rule or a message to a lower-level
node. This is not allowed because the system would no longer know which
node is the higher-level node.System Response
The drag and drop is ignored.
How to fix this error?
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
