What causes this issue?

You are using characteristic "&SYST-MSGV3&" in step &SYST-MSGV2& of
component &SYST-MSGV1&. However, the characteristic is dependent on
characteristic "&SYST-MSGV4&", which you have not specified in this
step nor another higher-level step of the component.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
