    characteristic &V3&. The fixed value &V4& is defined in the breakdown
    category of the item for characteristic &V3&. In the data record to be
    carried forward, characteristic &V3& either has no value or has a value
    that is not equal to &V4&.
    A possible reason for this may be that in the old fiscal year, &V1& had
    no breakdown by subassignment &V2&, or had a breakdown with a different
    fixed value for characteristic &V3&. It is not possible to change the
    fixed value of characteristic &V3& with breakdown type 3 or 4 for the
    dependent subassignment &V2& because no value can be determined for
    subassignment &V2& in conjunction with the new fixed value &V4&.
