What causes this issue?

The procedure is not assigned to a long text. Either a long text
has not yet been entered or it was deleted again.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

If you want to create a long text for this procedure, switch into
maintenance mode, choose 'Goto -> Long text' and enter the
long text.
