What causes this issue?

Object &V1& &V2& is in the reserved name range for SAP partners (partner
project &V4&). The object can only be edited in SAP systems in which
there is a corresponding namespace in the namespace table TRNSPACE. The
namespace needed must correspond to &V3&.
Such a namespace does not exist in your SAP system.
