What causes this issue?

You want to define a dependency between tasks. In this process, the
system checks the start time of the tasks: The preceding task must start
before the successor task. However, this is not the case with the
dependency that you have defined.

Such dependencies are not permitted.

Change the offset or the start time of the tasks.
