What causes this issue?

Another user might be editing one of the task lists, thereby preventing
it from being deleted.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Repeat the transaction later. If the problem persists, contact
your system administrator

Procedure for System Administrators

Examine the lock entries using transaction SM12 and
table name TFC_INST_HDR or TFC_TEMPL_HDR. If an inconsistency is
probable, the lock entries can be deleted.
