    You want to transport the customizing without user master data. The
    user and company addresses are deleted in the target client.

    System Response

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

    How to fix this error?

    Choose a copy profile which also contains user master data or make a
    remote copy. You can also save the user in the target client before the
    import by exporting it with the copy profile SAP_USER. After the import
    and postprocessing with transaction SCC7, you can reimport the user and
    rerun SCC7.
