The category assignment should be in line with following rules:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

Let's say we annotate categories types as follows:
A type - categories having all optional org units
B type - categories having at least one mandatory org unit
Scenarios -
1. For the cases when entity is having all A type categories there must
be at least one common org unit among all categories.
2. when entity is having all B type categories, all the categories must
have same mandatory org units.
3. when entity is having A+B type categories, then All the B type
categories must have same mandatory org units and there must be at least
one common org unit among all the assigned categories. Also, this common
org unit must be one of the mandatory org units.
