What causes this issue?

An error occurred in the queue parameter check - start mode E or P and
background job scheduling.
This may be due to any of the following reasons:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

- The person responsible does not exist as an SAP user
- The person responsible does not have the appropriate background
processing authorizations, i.e. cannot schedule and release jobs
- The user is not allowed to define background users
