What causes this issue?

The setting "Do not display general header when creating RAW documents"
only has an effect if you are using a Windows 32-bit user interface, as
only here can a specific editor be started for creating documents.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

You are using a Windows 32-bit user interface if you are using Windows
NT 4.0 or Windows 95 on your computer.
The general header when creating documents is a window allowing the
user to determine certain properties of a document. When using the RTF
editor for 32-bit user interfaces, certain properties of a document
cannot be set or are not necessary.
