    You have attempted to start an activation process in the Switch
    Framework. Examples of such actions include:
    Activating as well as switching on/off a switch
    Activating as well as switching on/off a business function
    Activating and selecting a business function set
    Unpacking or undoing Switch BC sets
    For this you will need the appropriate authorization. The authorization
    object is S_SWITCH, activity 07. If you do not assign the authorizations
    generically for all business functions and/or business function sets,
    you must ensure that the user who starts the activation process has the
    authorization for all the objects involved in this process.
