What causes this issue?

The logic of the search expression is incorrect. A line may contain an
operator but no search term, or both operators were selected.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

How to fix this error?

Correct your entry so that each line (with the exception of the first)
contains precisely one operator and one search term or else is left
empty.
