What causes this issue?

The original language of the BC Set (&V1&) is different from the current
logon language.

System Response

In a BC Set, only the data in the current logon language is recorded.
Other languages are removed from the BC Set, and usually read again from
the system text tables when the BC Set is saved, or must be added in a
translation system.
If the logon language is different from the original language of the BC
Set, maintaining the BC Set has unpredictable effects on the BC Set
contents in the BC Set transactions.
In the BC Set maintenance transaction SCPR3, for example, data records
can disappear, or empty data record fields can be displayed, which are
not in the BC Set. This happens when the fields are not in the logon
language, but are in at least one other language. The data record
display cannot distinguish between empty and non-existent fields. When
the BC Set is saved, these fields are saved in the BC Set in the logon
language.
When a BC Set is created or changed from a transport request (e.g. in
automatic customizing recording in BC Sets) all data which is not in the
logon language is removed from the BC Set. Language-dependent data
records in the transport tables are only read in the logon language
(even if they are in another langauage ). When you save, the languages
are read according to the user and system settings, and put in the BC
Set. In this case there will be differences between the contents of the
transport and the BC Set.

How to fix this error?

Maintain the BC Set in the original language (&V1&) by logging on in
that language.

Note about BC Set type 'Switch BC Set': The missing languages are never
read for Switch BC Sets, only the logon language is put in the BC Set.
