    activated, but the activation links in the BC Set system settings were
    set to 'Do Not Create' at the time.
    Such a BC Set has been activated, and the activation links in the BC Set
    system settings were not set to 'Do Not Create' at the time, but the
    reference (activation link) created at the activation has been
    subsequently deleted.
