set to 'Do Not Create' at the time.
Such a BC Set has been activated, and the activation links in the BC Set
system settings were not set to 'Do Not Create' at the time, but the
reference (activation link) created at the activation has been
subsequently deleted.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
