What causes this issue?

One or more BC Sets exist in various internal versions. This could be
because for example a BC Set has been imported (e.g. by transport or
upload) and there was already a BC Set with the same name in the local
system.

System Response

Many actions (e.g. activation) cannot be performed on this BC Set
because the assignment between BC Set name and contents is not unique.

How to fix this error?

Compare and adjust the BC Set be before performing these actions (e.g.
after starting transaction SCPR3).
