What causes this issue?

You activated or simulated the activation of a BC Set without passing
the transport request number of either the customizing or system data,
and automatic transport is active in the activation system.

System Response

The activation is cancelled.

How to fix this error?

Perform the procedure again, and specify the transport request numbers.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
