What causes this issue?

You tried to put the BC Set in a transport request. An error has
occurred. It may be one of the following:
- The object is locked by another user
- The transport request contains a mixture of transport objects and
repair objects
- The system is set to No changes
- A database error writing transport data
- The BC Set name contains an invalid namespace

System Response

The system cancels processing.

How to fix this error?

Contact the system administrator or the person responsible for the
transport.

Procedure for System Administrators

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
