    You want to staff role &V2& with user &V1&. This would enable the user
    to have the authorization defined in the role type for all the project
    elements to which this is assigned, if required.
    However there is at least one project element below the project
    definition (phase, task, or checklist) that cannot be locked because the
    project element or a lower-level project element is already being
    processed.

    System Response

    To prevent inconsistencies between staffing and the authorizations
    assigned, the system does not allow the role to be staffed.

    How to fix this error?

    Try to staff the role again later on. This is possible once all the
    phases, tasks, and checklists involved can be locked.
