What causes this issue?

You have set the material bulk indicator in the material master. This
means that the material is consumed at cost center. However, you have
selected a replenishment strategy, in which the material is not
consumed at cost center.
If you want to carry out a stock transfer, for instance, you can use
this replenishment strategy despite the bulk material indicator set. As
soon as this material is actually consumed, you must use a
replenishment strategy that plans consumption to cost center.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
