What causes this issue?

The employee already has a temporary assignment to either one or more
organizational unit, or he is available in more than one organizational
unit, including the current unit.
A further temporary assignment without a defined availability in more
than one unit is therefore not possible.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
