What causes this issue?

Dear Customer,
Thank you for your interest in the "Transfer Leave Entitlement from
Infotype 0005 to Infotype 2006" report. Currently this report is only
available in a test mode.
If you are interested in using the report to convert data, contact us
using the component PT-EV and the keyword "RPTLEACONV." We will then
release the report for you.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
