What causes this issue?

The system requires INCLUDE program &V1& for material master data
transfer. This program comes as standard and does not normally need to
be regenerated.
You only need to generate the program if you want to use the customized
structure ZMMH1 instead of the standard structure BMMZ1. Structure ZMMH1
causes only part of the data to be transferred.
