    You wanted to transfer data belonging to the user departments
    specified. However, these user departments cannot be maintained for one
    of the following reasons:
    The user departments are not allowed by the material type.
    If you are in change mode, departmental data must already exist for the
    material. However, it does not yet exist.
    If you are in create mode, departmental data must not already exist for
    the material. However, it already exists.

    The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
