What causes this issue?

No target system could be found in the ALE connections that is a BW
system with at least release <ZH>&V1&</>.
For analytical applications you need a connection to a BW system with
BW release <ZH>&V1&</>.
Either the RFC destinations have not been correctly maintained, or you
have no <ZH>BW-&V1&</> system.

System Response

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
