What causes this issue?

When you create a <GL:removal_transfer_order>removal transfer order</>
for <GL:2-step_picking>2-step picking</>, the system creates a transfer
order (TO) for all items in the active work list.
If one of the functions is started that leads to the generation of a TO
item, the system processes all items listed in the active work list
sequentially. This pertains to the following functions:
Transfer order item generation
Material stock
Storage type search sequence
Even if you specifically select only one item in the active work list,
the system processes the entire work list anyway.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

If you want to process the entire work list although only one item was
selected, you can continue with this transaction. If you only want to
process the one item or a group of selected items, you must first
remove the non-relevant item(s) fromt the active work list by
deactivating them.
