What causes this issue?

There are costing items in the cost estimate for which the system
could not determine a cost element. These could be either variable
items (item category V) that never have any master data, or base
object items (item category B) for which no cost element was entered in
their master records.

System Response

A dialog box comes up in which you can add the missing cost elements.

How to fix this error?

If you wish, you can enter a cost element for the costing items listed.
