Message text: Changes to the cross-client Customizing are not permitted
There is a rule preventing changes from being made to cross-client
Customizing. This rule applies either to the entire system or just to
the client.
It is not possible to make changes to operating concern "&V1&".
If you want to make changes to operating concern "&V1&", you need to
change the settings for the client. Either
Choose <LS>Administration -> Management -> Client Administration ->
Client Maintenance</>, or
Use the global system change option (transaction SE06).
In the client, it must be possible to make changes in Customizing for
cross-client objects.
In the global settings for the system change option, it must be
possible to make changes to client-specific Customizing.
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

- Changes to the cross-client Customizing are not permitted ?The SAP error message KE699, which states "Changes to the cross-client Customizing are not permitted," typically occurs when a user attempts to make changes to cross-client customizing settings in SAP that are not allowed due to system restrictions. This error is often encountered in the context of controlling (CO) module settings, particularly when dealing with configuration settings that should be consistent across all clients in the SAP system.
Cause:
- Cross-Client Settings: The error arises because the user is trying to modify settings that are meant to be consistent across all clients (cross-client) in the SAP system. These settings are usually maintained in the client 000 or in a specific client that is designated for configuration.
- Authorization Issues: The user may not have the necessary authorizations to make changes to cross-client customizing settings.
- System Restrictions: The system may be configured to prevent changes to certain settings to maintain data integrity and consistency.
Solution:
- Check Client: Ensure that you are in the correct client. Cross-client customizing settings should typically be maintained in client 000 or the designated configuration client.
- Use Transaction Codes: Use the appropriate transaction codes to access the customizing settings. For example, transaction code SPRO can be used to access the SAP Reference IMG.
- Authorization Check: Verify that you have the necessary authorizations to make changes to cross-client settings. You may need to contact your SAP security administrator to ensure you have the required roles and permissions.
- Consult Documentation: Refer to SAP documentation or help files for the specific customizing settings you are trying to change. This can provide insights into whether the changes you are attempting are valid and how to properly implement them.
- Transport Requests: If you need to make changes to cross-client settings, consider using transport requests to move the changes from a development environment to a production environment, ensuring that the changes are properly documented and approved.
Related Information:
If the issue persists after following these steps, it may be beneficial to consult with an SAP Basis or functional consultant who can provide deeper insights into the system configuration and any potential underlying issues.
