What causes this issue?

You want to reassign the controlling area from operating concern "&V1&"
to operating concern "&V2&".
Making this realignment in the production system requires other
measures to be taken as well. Consult note 199959 for a detailed
description of the problems related to such a realignment.

System Response

By changing the current assignment, objects that have already been
assigned to an account are made invalid and can no longer be used. If
there are no customer programs to ensure that existing account
assignments (to SD documents, projects, and so forth) are correctly
handled or deleted, making such realignments causes the program to
terminate.

How to fix this error?

Given the above complications, SAP strongly advises against making
realignments in the production system. If such realignments are
essential, then you should only perform them after discussion with SAP
or your consultant.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
