What causes this issue?

Some or all of the settlement documents for the sender have been
archived. This being the case, you can only check the "previous
settlements" using reporting for the sender or receivers.

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

If only some of the settlement documents have been archived, you can
evaluate the rest but the display will be incomplete.
