What causes this issue?

Note the following when you transport the costing sheet:

The system issues an error message and will not allow you to continue with this transaction until the error is resolved.

If you transport a costing sheet definition, the system also
automatically includes all of the costing sheet rows in the transport
request.
If you are only transporting individual costing sheet rows, ensure that
the corresponding costing sheet already exists in the target system.
The system does not automatically include the definition of that sheet.
The calculation bases, overhead rates, and credits you entered in the
costing sheet rows must also be transported into the target system. You
need to use the corresponding maintenance transaction in the IMG, as
the transfer is not automatic.
To transport detail list entries for the calculation bases, overhead
rates, or credits, you can go to them from the calculation base and
include the entries in the transport request. Note that in this case
for calculation bases and credits, only the entries for each
controlling area chosen are transported. However, the system does not
transport each higher-level entry definition. As mentioned previously,
these are only transported using the respective maintenance transaction
in the IMG.
Recommendations:
Use automatic recording in your system, as this guarantees that all
changes are included in the transport requests.
Use the same transport request for a group of changes to the costing
sheet or parts of it.
