What causes this issue?

The <DS:GLOS.measuring_point>measuring point</> &V3& from which the
measurement readings are to be transferred has the characteristic &V1&
whereas the current measuring point has the characteristic &V2&.
Because the measurement units of the two characteristics cannot be
converted into one another, the measurement reading transfer cannot be
performed.
