What causes this issue?

You want to rename <GL:functional_location>functional locations</> or
<GL:reference_functional_location>reference functional locations</>.
However, &V1& of the locations have already been created and can no
longer be renamed.
The first location that has already been created is &V2&.

System Response

The renaming is not performed.

How to fix this error?

Instead of renaming the locations directly, you can copy them and then
delete the former locations from the entry list.
In the case where locations have already been created with the former
numbers, you can deactivate and archive them as required.
