Behavior After Application of the November 2019 Release:
The procedure note of the clearing house has changed upon inclusion of
employees subject to tax with restrictions as of January 1, 2020.
The entire procedure note from the clearing house is as follows:
<LS>552020205 The reference date ER lies before the date of the revival
of the employee in the ELStAM procedure.</>
This is a rejection at employee level.
The procedure note is issued if there is a situation involving the
revival of an employee in the ELStAM procedure. This procedure note is
issued if the employer comes across a period for which there is a death
date for an employee in the ELStAM procedure according to current
information.
The ER transfers the registration on June 2, 2019 with the reference
date of the employer and an employment start date of May 1, 2019.
Consequence: The registration is processed. The employer receives the
ELStAM to be applied for the employee.
<ZK>Example - Revival of an ID No.: </>
A reporting authority accidentally reported a death date of May 15, 2019
for an ID No. The reporting authority notices this error and corrects
their notification on June 1, 2019.
The ER transfers a registration on June 16, 2019 for this ID No. with
the reference date of the employer and an employment start date of May
16, 2019. Consequence: The registration is rejected and the employer
receives the procedure note "552020205? as the ID No. was inactive due
to the death date that was transferred.
Behavior Before Application of the November 2019 Release:

This is a rejection at employee level.
This procedure note is issued if in the following cases:
If the employee is not registered with the reporting authority or is
registered at a later point.
If the employee is partly subject to tax and the ?Key Date for the
Release of ER Calls? (January 1, 2020) has not yet been reached.
This situation occurs in particular when employees immigrate from abroad
and take up employment.
Example:
The system issues an error message and will not allow you to continue with this transaction until the error is resolved.
The ER transfers the registration on June 2, 2019 with the referenceThe <LS>Fiscal Data D</> infotype (0012) is not updated.
Clarify the date for which you can register the employee and then
register the employee for this key date. To do so, in the <LS>Fiscal
Data D</> infotype (0012), select the <PF>Force Registration</>
checkbox. For employees that are partly subject to tax, this is only
possible as of January 1, 2020 at the earliest.
For the period before this key date, enter the tax features manually.
